Chapter 118: The Rules Become Law

"I have drafted laws for tavern brawls, pig theft, false weights, illegal wells, and one memorable dispute involving three widows and a borrowed ladder. None of them required the phrase genital response without present consent."

Thessia said it at the market hall table while dawn turned the windows gray. Lina, Tamsin, Vex, Isolde, Sama, Maera, Harrun, Corra, Darel, Vena, Nara, and a pale but furious Pella sat or stood around the room. Old Pero had sent bread, broth, and a note that said: LAW WITHOUT BREAKFAST IS JUST HUNGER IN A CLEAN SHIRT.

Tamsin read the note and put it in the minutes.

Thessia did not object.

The law took shape in plain, ugly clauses.

No sale, gift, application, smoke, oil, powder, brew, cloth, or scent containing mirebloom, marsh scrape, or suspected sensation material outside licensed care.

No dose purchased for another adult.

No use in paid service, debt settlement, punishment, interrogation, confession, prison, guard house, or noble household without public permit and care witness.

No product promising selective numbness, obedient response, shame quieting, grief removal, or pleasure proof.

No disposal at the old willow field.

No fee for grief-object burning.

Recovery wage from the sensation fund for harmed workers and citizens.

Prevention wage for workers removed from service because a known sensation risk is circulating.

Mandatory notice at inns, bath houses, brothels, mines, dye yards, wash houses, temples, guard posts, and ferry stops.

Protection from dismissal for reporting secret powders, oils, scents, or bottles.

Pella listened with both hands wrapped in cloth. "Add hiding. Anyone who tells a worker to use it secretly is guilty before the worker even opens it."

Thessia wrote. "Covert encouragement."

Vex said, "Punishment?"

Thessia's smile was very thin. "Fine, public notice, market ban, and if harm occurs, labor restitution paid to the harmed person, not their employer or spouse."

Harrun lifted his head. "And mine warning. West road. The bad supplier will find men who think law is for houses, not tunnels."

"Included," Thessia said. "Worksite posting required."

Maera leaned against the wall, barefoot despite market rules about shoes. "Add that true mirebloom can only be harvested by named marsh keepers until further law."

Lina met her eyes and felt the room narrow to that choice. "Named by whom?"

"By the marsh first. By me second. By your law last."

Thessia stared at her. "I cannot put the marsh above the market in civic hierarchy."

"Then put: verified by Maera of the Reeds or successor recognized by existing marsh practice."

Thessia considered. "I dislike how reasonable that became."

"You are welcome."

Corra raised her restored thumb. "Add no beauty requirement for reports. If someone is harmed, they do not have to tell it neatly, cry correctly, or remember the order."

Isolde wrote before Thessia could ask. "Accepted."

Darel said, "Add spouses cannot demand a dose because the first one helped. Vena and I are still married enough to be fools. The law should not trust us more than strangers."

Vena patted his hand. "That was nearly romantic."

"I am learning law-flirt."

Tamsin looked delighted. "Terrible. Continue."

Thessia wrote: repeated partner dose requires separate review.

Harrun added, "Work crews cannot pool coin to dose a man who makes the others uncomfortable with grief."

The room stilled. Lina had not thought of that. Of course Harrun had.

Thessia wrote it down with unusual care.

Sama watched from the edge of the room. "Add one more: no private collector of surrendered objects may dispose, sell, or store them without witness. The old willow field has cousins in houses."

Maera's eyes moved to her. "You know one."

"Several."

The law grew heavier.

By the end, everyone looked wrung out. The law was not beautiful. It was dense, specific, and hard to sell. Lina loved it more than she expected.

Then the jar pulse came from the evidence box.

Lina named arousal. So did three others. Pella named fear. Vex named anger. Thessia named administrative fury, which everyone accepted as a legitimate bodily category.

Tamsin leaned close to Lina. "You are trembling."

"I want to kiss you and I want to sleep and I want to stop being the reason Valmora learns new phrases at dawn."

"Two of those are possible."

"Which two?"

Tamsin took her hand under the table. "Law first. Then one kiss in the records room. Sleep has become theoretical."

The law was signed at midmorning by market seal, temple bell, Rose mark, Chalice mark, Maera reed knot, and witness names. Lina signed last because Thessia insisted the inventor should feel the weight of ink after everyone else had built the walls around her.

Pella signed with three fingers still numb. Corra signed with her restored thumb pressed in ink beside her name. Harrun signed in block letters. Darel and Vena signed separately, at Vena's insistence.

"Same bed does not mean same signature," she said.

Thessia nodded. "A sentence I wish fewer contracts needed explained."

Enforcement took another hour and three arguments. The market guards wanted authority to seize suspicious bottles. Vex wanted worker advocates present during any Rose search. Isolde wanted temple witnesses for destroyed materials. Maera wanted no market guard stepping into the marsh without a reed guide. Thessia wanted all of them to stop discovering necessary complications after the ink dried.

"Law is not a stew where everyone adds one more root because the pot exists," Thessia said.

Old Pero, who had arrived to retrieve empty bowls, looked personally offended. "That is exactly what stew is."

"Then law is not stew."

"That explains its failures."

The final enforcement clause required two witnesses from different institutions for seizure, three for destruction, and immediate food or wage support for any worker or citizen whose report caused loss of income. Lina watched Thessia write the cost line and felt the same old fear: numbers could starve a good rule if nobody fed them.

"The Chalice contributes first month," Lina said.

Tamsin looked at her sharply but did not object.

Thessia's pen paused. "That is expensive."

"So is becoming the inn that invented care and then let others pay for it."

Tamsin's sharp look softened into something like pride with teeth. "We will review the ledger after sleep, and I reserve the right to call you noble in the insulting sense."

"Then we know where the floor is."

Vex added the Rose for the second month before anyone could praise Lina too warmly. "If the first month is Chalice responsibility, the second is Rose responsibility. The bad supplier targeted my worker. I will not let gratitude become a way to keep my house's coin clean."

Isolde let one sober nod answer for the temple. "Temple takes the third month in space, cloth, and care hours."

Thessia looked almost moved, which for her meant she reorganized the page with unusual violence. "Fine. Rotating institutional burden. Market holds the fund and audits all three of you until you stop being noble in financially confusing directions."

Maera lifted a hand. "The marsh contributes no coin."

"Nobody asked mud for taxes," Thessia said.

"Mud pays in warning, at least."

Sama smiled into her cup. "And occasionally in evidence."

For the first time since Pella's powder, the room breathed together.

Then Pella raised her wrapped hand. "Do I get a copy?"

Thessia looked almost startled. "Of the law?"

"Of the part that says I am protected from dismissal and debt. I want it in my room before fear starts editing my memory."

Vex answered before Thessia. "Yes."

Thessia wrote: harmed persons receive personal copy of protections immediately.

In the records room afterward, Tamsin closed the door but did not latch it.

"Terms," she said. "No brew, no dose, and no solving panic with sex. One kiss became three because I am generous. Hands above waist unless I change terms. If you start apologizing with your tongue, I will quote law at you."

Lina laughed against tears. "Accepted. My terms: I want to touch your face. I want to be touched like I am not only a liability with breasts."

"You are at least three other problems."

The kiss was rough from exhaustion and gentle because both of them knew roughness could become hiding. Tamsin's hands held Lina's jaw. Lina's hands stayed at Tamsin's face and shoulders. The second kiss opened deeper. The third made Lina wet enough to name it.

"Arousal is strong from you, relief, law, fear."

Tamsin's breath shook. "Same. Between my legs. No action here."

They stopped with their foreheads together.

Outside, Thessia called, "If you are making law in there, use ink."

Tamsin called back, "We are making restraint."

"Worse paperwork," Thessia said.

Lina laughed, and the law in the next room felt almost alive.

Tamsin touched Lina's lower lip with her thumb. "We stop here."

"Yes."

"Not because I do not want more."

"I know."

"Because the law deserves to be signed by people who can still stand upright and answer questions."

Lina leaned into her hand. "That is the least romantic true sentence you have ever said."

"Give me an hour. I can do worse."
